VAT on non-performing debt purchases

Question:

An entity that purchases receivables, assuming the risk of not collecting them, at a price lower than the nominal value of the receivables, without receiving a commission for recovering the receivables from the transferor, is considered to perform a service for the benefit of the transferor and within the scope of VAT? We mention that the entity is registered for VAT purposes.
