TVA for donated goods linked to the activity of the company

Question:

A Romanian legal entity, VAT payer, has as main activity the development of a residential complex, building on its own land access roads in the complex and a roundabout which, later, it will donate to the city hall. Does the Company collect VAT in case of the transfer of the immovables to the city hall? If yes, please mention the procedure.
