Tax on the revenues from rent

A Romanian company has a contract to rent a container for an office from a Turkish company, the container being located on the Romanian territory. The company holds a certificate of fiscal residence from the non-resident company, which does not have any open office or premises for economic activities in Romania.

Does the Turkish company owe a tax on the revenues from the rental of the container?
