ABSTRACT

This paper proceeds from defining the concepts of social exclusion and promoting social inclusion aimed at providing for a decent living. The rationale in the first part is founded on the legal framework and specific statistical data, even as it reviews regional and global concerns that highlight the connections among these concepts. The second part introduces the input that the minimum wage has in adjusting and determining the methods used in remunerating all workers, regardless of the mechanisms this type of wage had been transparently adopted. A historical and teleological analysis introduces the outstanding evolution of this procedure from a simple and temporary measure meant to improve the national economy to a fundamental and mandatory instrument used in order to secure a decent quality of life for the working...
