ABSTRACT

The COVID-19 pandemic surprised and shocked all of humanity. States responded to this new challenge by adopting measures under the pressure of events, developing special regulations, swinging between hesitation and excess.

In this paper, we aim to provide a history of the events from the perspective of the succession of normative acts and to analyze the legal response given by the Romanian state in the face of the pandemic.

The restriction of rights and freedoms, the increase in fines for violating military ordinances were justified by the need for a higher degree of social compliance and the attempt to discourage the violation of movement restrictions.
