Abstract

The study contains a theoretical and practical commentary of the article 103 of the Romanian Constitution, revised in 2003. The author analyses the following themes: the grounds of the semipresidential regime settled by the Constituent Assembly; the Government has to be the expression of the popular will; the role of the Romanian President in the designation of the candidate to the office of Prime Minister; relationship between the candidate to the office of Prime Minister and Parliament; appointment of the Government.
