In this article, the author aims to argue the thesis, based on the well-known theory of forms without substance, according to which, from the point of view of the formation and development of their political institutions, Romanians differ essentially from the nations of Western Europe, which built from the bottom up the concept of freedom, fundamental rights, social equality, political power, democracy, parliamentarianism, etc., while Romanians, who were later freed from foreign rule, acquired and learned these concepts, first through reading, already well-established, without experiencing them sufficiently through long social practice.
