Abstract

Regarding goods that belong either to the public domain of the state or to that of the administrative-territorial units, it is necessary to fulfill the condition of acquiring the right of public ownership through one of the ways provided by law. In other words, the generic determination of the exclusive belonging to the public domain, by law or government decision, of a certain category of goods, which, by their nature, are of use or of public interest, cannot be understood in the sense of an infringement the right to private property.
