Prea târziu sau prea devreme pentru o "flexicuritate românească"?

ABSTRACT

The concept of flexicurity is partially transposed into Romanian labour legislation through some of the new regulations adopted in 2011. However, one could say that a successful implementation of an intricate concept like flexicurity depends highly on the extent to which the legislator is capable of a holistic approach, which is not limited to less costly aspects (like relaxation of restrictions upon conclusion of contractual arrangements) but should cover equally the 4 components of the concept: more flexible and secure contractual arrangements; lifelong learning strategies; effective active labour market policies in order to facilitate transitions to new jobs; modern social security systems providing adequate income support during transitions.

The paper aims to analyse if indeed there is such thing as a "Romanian flexicurity", and if it is now the proper moment to implement it.
