ABSTRACT

The second part of the article deals with certain provisions of the new Interinstitutional Agreement on better law-making - concluded between the European Parliament, the Council of the European Union and the European Commission. Issues like quality control of the impact assessment, impact assessment on substantial amendments, European Commission’s right to withdraw a proposal for a legislative act, programming of decision-making procedures (lato sensu) and coordination between institutions, including questions concerning the transparency of trilateral negotiations between the three institutions (“trilogues") are analyzed.
