Abstract

The claimant requested the defendant authority to indicate the steps taken in relation to each individual case. The claimant did not request information from the defendant which represents a judgment of the authority, as a reply such as that "all legal measures have been taken" is a value judgment and not information of public interest. Whether or not all the legal measures were taken in relation to the respective cases represents a value judgment, whereas the information of public interest consists in the measures undertaken, which was not communicated by the appellant - defendant.
