The issue of the impact of modern technologies on the values of human rights, democracy, and the rule of law was of early concern to the Council of Europe, which adopted a series of documents (resolutions, recommendations, conventions) in this regard, stressing the need to adapt the relevant ECHR jurisprudence and asked member states for appropriate developments at the level of national legislation.
