ABSTRACT

The crises in justice are a constant of the last decades and despite the reforms undertaken in many European countries the progress is far from being spectacular. The causes of such a reality are multiple, but the author gives us important benchmarks on some of them, respectively on those related to the way the judicial system is organized and to the legislative changes in the field of judicial procedures.

In procedural matters the trends to modernize the regulations in the matter are not only of very recent date, we encounter such approaches throughout the history of the Romanian justice. But, unfortunately, the reforms did not always achieve the necessary optimum, while the volume of files increased from one year to the next despite the efforts made.
