Abstract

"The management of human resources, as part of the system of public management, represents the functional and operational component of the application of law into the field of public administration".

The National Agency of Public Servants should enforce this official approach, as the specific legislation creates it own configuration of concepts, notions, laws, principles, procedures used in the field of human resources administration/management, distinguishing them, as the case may be, from the established ones, only theoretically, from the science of human resources management.
