Abstract

Both the tax on income as wells as the social contributions cover or satisfy some unforeseen events - social risks or social needs - for the one in whose burden they have been established, as well as for the persons who found themselves in situations of need and who have not contributed to the establishment of the state budget funds and/or social assurance state budgets.

We bring forward the idea that, in what we are concerned, the legislator does not have a rightful view regarding the satisfaction of the social need.
