Abstract

One of the new social and legal realities born due to the process of accession to the European Union, and subsequently as a consequence of Romania’s membership of this organization is the use of structural funds, colloquially referred to as "European funds". Noting that accessing and spending this money is a process that requires its own inclusive rules on the control and sanctions, the legislator, through GO no. 79/2003, created a special legal regime, modified it and improved it by a relatively new act - GEO no. 79/2011.
