ABSTRACT

The administration cannot be seen as a universal and permanent entity, the great variety of tis staff cannot be explained only by the economic or demographic importance of the states; it is necessary to take into account the structures, customs, and political practices specific to each nation. Contrary to any constitutional rule that presupposes a definitive power, the administration constitutes a force among others. This instability depending on the era, culture, and civilization translates the immediate problems, anxieties, and aspirations of often heterogeneous national collectivities. The organization of state administration, as a phenomenon, emerged with the state, scientific theories about it taking shape much later, with the emergence and development of administrative law and the science of administration.
